Civil Defence set to take up more proactive role

PANAJI — Civil Defence, a part of Home Guards and Civil Defence organisation is all set to take up a more proactive role in view of the terror threat faced by the country whose seriousness has been underlined by the serial blasts on two continues days in two mega cities and the detection of a large number of unexploded devices and taking into consideration the fact that the nation is faced with unprecedented terror threats and that it is being targeted on a regular basis leading to the necessity of this organisation becoming the eyes and the ears of the security apparatus.

The organisation was originally formed to assist the nation during times of war and also when natural calamities strike.

This proposal was propounded by the Deputy Commandant General of Home Guards and Deputy Director of Civil Defence, superintendent of police, Mr D K Sawant at a meeting of Civil Defence wardens and volunteers at the police headquarters, recently.

At the meeting, held in the backdrop of blasts that rocked Bangalore and Ahmedabad, the volunteers were advised to be vigilant and look out in their areas for any suspected persons and suspected activities, collect intelligence and report the same to the nearest police station.

Noting that the Civil Defence organisation is a citizens’ force and can work wonders, Mr Sawant asked the volunteers for their cooperation in this hour of crises and said that the organisation should work hand in hand with the police authorities.

The Civil Defence organisations are based in Vasco and Panaji. The chief warden of Civil Defence organization at Panaji, Mr Mohan Deshprabhu felt the need for infusing new life in the organization. The company commander of the Home Guards, a part of the same organisation, is Mr John Aguiar.

The volunteers were also told that they should to go house to house and watch out for strangers staying in rented rooms and get their details and generally keep an eye out on what was going on in their own neighborhoods.

The deputy controller of Civil Defence, Mr Francisco Teles earlier explained the role of Home Guards while the junior staff officer, Civil Defence and district commandant, Home Guards, deputy superintendent of police, Mr Anant Virnodkar highlighted the importance of duties carried out by the Civil Defence volunteers during emergencies.

The Civil Defence medical officer, Dr Paresh Lawande explained the precautions to be taken with the casualty after a blast.

Civil Defence wardens, Mr Premnath Karapurkar and Mr Vijay Mohan Surlakar also spoke on the occasion.

Also present were Civil Defence instructor, Mr C K Rane, Margao company commander Mr Kishan Chari, Platoon Commander, Mr Nagesh Bugde, Mr Suresh Patekar, Mr Ulhas Talwar, sergeant, Mr Anand Naik and others. Mr Anant Virnodkar proposed the vote of thanks.
